ArmA 3 campaign can be developed simply by having the game running with -filePatching parameter, then you copy campaign directories and files into ArmA 3 root campaigns\ dir and then reloading campaign in-game to have new edits show up.
What is default steam client installed ArmA 3 root directory?
"C:\Program Files (x86)\Steam\steamapps\common\Arma 3\"
If a campaign uses a lot of saveStatus, saveVar etc weaponPool type stuff you most likely need to delete “Saved” directory to remove all the old variables and unfortunately start from the (mission) beginning.
