1. write your text
2. RMB text box → path from text
3. create a new layer, call it for example “text outline” but it doesnt matter
4. menu select → from path or SHIFT-V
5. menu select → grow, use something like 2-5 pixels depending on your text size
6. use bucket fill tool with the color you want the text to be outlined, fill in the selected area
7. move the text outline layer below the text layer so its drawn on the background
