GIMP High Resolution BMP Wont Open

Create new image 25,600 x 25,600 resolution, fill with single color 0,0,255 etc, CTRL-SHIFT-E export as BMP, default settings. Try to open that saved image… and it wont open.

This also happened with regular global mapper exported satellite texture tile PNG images (ArmA 3 PMC Mongolia terrain), GIMP wont open those, irFanview does.
