L3DT is able to re-scale heightmap, for example my 51km terrain is 1024 grid and 50m cell size, would work in-game if I bump it up to 2048 and 25m?

When you save heightmap elevations use HFZ file format. Do not use any of the grayscale texture whatever nonsense it offers, use HFZ, L3DT can also read HFZ.

Every time you save you need to select HFZ, Wilbur does not remember your previous save history, annoying.</description>

Problem: SRTM ocean depth is 0 meters, however this is not water in arma3, how can I make my ocean deeper?

Well you can use create/flatten terrain feature in global mapper.

Use like openstreetmap or world street map as your guide where the ocean is. Now create area feature (draw shape, ie polygon) for your ocean.</description>
