  - write your text
  - RMB text box -> path from text
  - create a new layer, call it for example "text outline" but it doesnt matter
  - menu select -> from path or SHIFT-V
  - menu select -> grow, use something like 2-5 pixels depending on your text size
  - use bucket fill tool with the color you want the text to be outlined, fill in the selected area
  - move the text outline layer below the text layer so its drawn on the background
