Small **Satellite/Surface (mask) tiles** images appear along with RVMAT files in ''layers'' directory. When you generate layers, you must have layers manager with correct layers visible. If they are hidden terrain builder generates white satellite texture tiles. You can usually detect this right away as the satellite map processing (step 1) is very quick.
